Providence gives 2 raises

The Providence Village Town Council evaluated the town’s administrative staff during its Tuesday meeting, resulting in raises for each.

After nearly two hours in executive session, the council followed their evaluation of Town Manager Brian Roberson and Town Secretary Hilary McConnell with a 5% and 17.8% raise respectively.

Earlier in the meeting, the council received a preliminary report on the upcoming PID for Foree Ranch, which will cover Phases 3, 4 and 5 of the project.

“What the developer has asked the town to consider is the levy of assessment for 735 residential parcels,” Hilltop Securities managing director Andre Ayala said. “This is actually a good thing because the project is moving faster than anyone had anticipated.”

The entire development will be split into three different PIDs all told.

“Phase 1 and 2 was 455,” Ayala said. “You’re now considering 735 single family parcels for Area 2. There will be a remainder area, Phases 6 and 7, for about 260 lots which will be what we’ll call Area 3 in the future.”

He then gave an update on the first two phases.

“I’m happy to report that according to Lennar, out of the 455 homes developed as Phases 1 and 2, there are 124 homes under construction, 63 homes are completed but vacant and 99 homes have been sold to residents,” Ayala said. “Without including Area 3, or Phases 6 and 7, you’re now looking at about $420 million worth of taxable property within Foree Ranch.”

He continued. “Based on the agreement you have with the developer, none of those future tax dollars are going to them to be used as an incentive,” Ayala said. “Those are property taxes that will be kept by the town to serve the future and existing citizens. Assuming we have a steady tax rate, what this project means is about $2 million tax dollars of annual revenue.”

Council later voted to move forward on the process, setting a public hearing date for the proposal at its next meeting on Feb. 18 “I appreciate you utilizing a lot of information in there from our previous council meetings on things you knew we would ask,” Mayor Linda Inman said.

Mayor Pro Tem Kelly Nelson asked for a forecast on when the developer would begin building the final phases.

“What they’re reporting to us is they expect to complete infrastructure on Phase 6 towards the end of this year and Phase 7 at the beginning of next year, so I’m going to assume council that towards the end of 2025, you may be getting a request for assessments on Area 3 if the project continues going as fast as it’s going,” Ayala said.
